Chief Judge Howell will present "Practice Methods of Improving Fairness in Sentencing" at this lunch talk.

Chief Judge Beryl A. Howell was appointed to the United States District Court for the District of Columbia in 2010 and has served as Chief Judge since March 2016.  She received her B.A. from Bryn Mawr College and her J.D. from Columbia University School of Law.  After serving as a law clerk to Judge Dickinson R. Debevoise in the District of New Jersey and a litigation associate at the law firm of Schulte, Roth & Zabel, Chief Judge Howell worked in all three branches of the federal government. She served as the deputy chief of the Narcotics Section and an Assistant U.S. Attorney in the U.S. Attorney’s Office for the Eastern District of New York; as general counsel of the United States Senate Committee on the Judiciary; and as a Commissioner on the United States Sentencing Commission for two terms. In addition, Chief Judge Howell was the executive managing director and general counsel of a cybersecurity and digital forensics consulting firm and taught Legal Ethics as an adjunct professor at American University’s Washington College of Law. She is currently a member of the American Law Institute and of the Judicial Conference of the United States.
