As the conflicts in Iraq, Syria, and Nigeria graphically illustrate, human suffering inflicted whether by governments, armies, or militias, is commonplace today. Despite the ratification of countless treaties and increased media focus, the existing body of international human rights law has, according to Eric Posner, failed to markedly curb abuses. The broad and flexible framing of these laws, along with under-resourced enforcement mechanisms, he argues, offer little in the way of deterrence to violators or protection to victims.
