In PHH Corporation v. Consumer Financial Protection Bureau, the D.C. Court of Appeals declared that the agency's structure was unconstitutional. The court found the director of the agency possesses more "unilateral authority" than other independent agenies, but mostly allowed the agency to continue operating as usual.
