Chicago should turn over police files: Misconduct investigations are the public's business
Chicago has a disgraceful history of protecting bad cops. By fighting to keep those files from view, the city only reinforces the suspicion that it's trying to cover up misconduct.
An analysis of police data done by University of Chicago law professor Craig Futterman... showed that citizen complaints of abuse by officers between 2002 and 2004 were sustained only about 1 percent of the time, far less than in other major metro departments. Futterman also found that the department made little effort to identify officers who were the subject of multiple complaints.
