New report says CPD training promotes an ‘us against them’ mentality among officers

The working group was convened under the federal civil rights consent decree over the Chicago Police Department in the summer of 2020, and it investigated the department’s one-day use of force and de-escalation training. In addition to issues with the curriculum, the group found that many officers were coming to the training right after a night shift, that there was a high officer to instructor ratio and not enough instructors.
