The US - China Treaty Project by Tom Manning
The relationship between the United States and China – the most important of our era – remains fragile. China’s rise threatens America’s dominance, and neither nation appears entirely comfortable with the changes that lie ahead. The Shanghai Communiqué, which announced the basic terms of the relationship forty years ago, is no longer adequate given the volume of interactions between the two nations. It is time to develop a new treaty in order to both reduce the risk of conflict and realize the full potential of the relationship.
The US-China Treaty Project, launched by Tom Manning in cooperation with former US Ambassador to China, Jon Huntsman, advocates the development of a 50-year, strategic cooperation agreement between the two nations.
In this session, Tom Manning will explain the project’s goals, the structure of the target agreement, and the numerous new techniques, such as long-short planning, event simulation, and risk mitigation, which are being incorporated into the design.
