Clark Neily is vice president for criminal justice at the Cato Institute where he writes on overcriminalization, civil forfeiture, police accountability, and much more. Neily is the author of Terms of Engagement: How Our Courts Should Enforce the Constitution’s Promise of Limited Government. Before joining Cato, Neily was a constitutional litigator at the Institute for Justice. His first legal job was clerking for Judge Royce Lamberth on the U.S. District Court for the District of Columbia. Neily received his undergraduate and law degrees from the University of Texas, where he is an adjunct professor.
Alec Karakatsanis is a litigator who has fought for civil rights and against injustices in the criminal justice system. Alec has written numerous articles on these issues and worked as a public defender and civil rights attorney before founding the Civil Rights Corps and Equal Justice Under Law. Through litigation Alec has ended money bail in several states. As a result of this work, Alec was awarded the Stephen B. Bright Award by Gideon's Promise and the Trial Lawyer of the Year Award by Public Justice. Alec is a graduate of Yale and Harvard Law.
