Noel Francisco (JD, '96) is the former Solicitor General of the United States and current Partner-in-Charge of Jones Day's Washington, D.C. office. Mr. Francisco served as Solicitor General from 2017 to 2020. As Solicitor General, Mr. Francisco argued 17 cases in the Supreme Court on issues ranging from separation of powers to religious liberty and free speech. He also served as Associate Counsel to President George W. Bush and as a Deputy Assistant Attorney General in the U.S. Department of Justice, Office of Legal Counsel. He served as a law clerk to Judge J. Michael Luttig of the U.S. Court of Appeals for the Fourth Circuit and then for Supreme Court Justice Antonin Scalia. He attended the University of Chicago for both his B.A. and his J.D., graduating with high honors from the Law School in 1996.
