The Federal Communications Commission (FCC) is pushing two major internet regulations, in hope of promoting universal access and consumer protection. These regulations are likely to misfire and hurt, rather than protect, those most vulnerable.

The FCC believes it won an important legal victory when a Federal Appeals Court upheld its recent rules on net neutrality. And in a seemingly unrelated action, the FCC is proposing rules that aim to protect consumers’ data privacy. The two share a similar unintended fate: they are likely to help most those consumers who need help least.
