The city that works — against you?

Chicago Mayor Richard M. Daley talks often about supporting small business.

"Small businesses are the backbone of our neighborhood economy," he said in a speech last year. "It is impossible to overstate the importance of having successful small businesses throughout Chicago."

But are local entrepreneurs feeling the love? Or is City Hall choking them with red tape?

"There are myriad laws on the books that make it difficult — sometimes even impossible — for people to start new enterprises." That's the conclusion of a study of the small-business regulatory landscape in the Chicago area released earlier this year by the Institute for Justice Clinic on Entrepreneurship at the University of Chicago Law School.
