David Bowers

David Bowers is of counsel in the office of the North America General Counsel of Zurich Financial Services Group, working on a number of projects such as improving corporate governance regimes and managing complex litigation relating to a previous transaction.  In his former role as  Executive Vice President and General Counsel of Zurich North America, Mr. Bowers was responsible for the Corporate Law function of the North America commercial property-casualty insurance operations of the Zurich Financial Services Group for twenty-three years.  During the course of the Group's acquisition of insurance and financial services firms in the late 1980's and 1990's, and the subsequent divestiture of some non-core elements several years ago, he played a leading role in the management of legal resources for those efforts

Prior to joining the Zurich Group, Mr. Bowers was Vice President and Deputy to the General Counsel at CNA Insurance Companies.  He was responsible for the components of the Law Department providing legal support to the property-casualty and life-health direct insurance operations, the rate and form filing function and the government and industry affairs operations.

Prior to joining CNA, Mr. Bowers was Assistant Director and General Counsel of the Ohio Insurance Department, responsible for all operations of the Department as well as its legislative program.  During his tenure at the Department, he assumed leading roles in the liquidation of a property casualty as well as a life insurance company.

Mr. Bowers holds Bachelor of Science and Juris Doctor degrees from The Ohio State University.  He also earned a Masters in Management (MBA) from the Kellogg School of Management at Northwestern University, majoring in finance and accounting.

Mr. Bowers has chaired the American Insurance Association Law Committee as well as the National Committee on Insurance Guaranty Funds.  He also served on the Board of Directors of the National Association of Independent Insurers.
